With a major drug trafficker stronghold just south to the south in Mexico and the terrain in the area of the border with Mexico that is difficult for law enforcement to patrol, Arizona is an ideal entry point for drug smugglers. Cocaine, marijuana, methamphetamine, heroin and precursor chemicals are smuggled into Arizona for sale and distribution to other states. Drugs are smuggled into the state via commercial or private vehicles as well as by individuals. Individuals may cross the rugged terrain on foot to enter the US. In the last 16 years, 27 tunnels used for smuggling drugs and illegal immigrants have been found. There are many areas of the Arizona/Mexico border that are unguarded and unsecure that can be used for easy entry into Arizona.

In 2004-2005, approximately 2,100 individuals were admitted to Arizona drug rehabs for cocaine abuse and addiction. Cocaine is pervasive in the state and is shipped by air, land and sea from Columbia to drug trafficker strongholds near the Arizona/Mexico border. From there it is smuggled into Arizona via commercial or private vehicles, animal caravans or backpackers. The cocaine will be moved to cities like Phoenix and Tucson and then transported to other parts of the US from there. In 2006, over 3000 kilograms of cocaine were seized by federal law enforcement.

More than 1800 individuals were admitted to Arizona drug rehabs for addiction to heroin or other opiates in 2004-2005. Heroin and other opiates are highly concentrated in the Phoenix Metropolitan Area. Mexican black tar is the primary type of heroin found in Arizona. Heroin is smuggled into the state hidden in vehicles or carried in by pedestrians. Prescription opiate abuse is increasing. Drugs like OxyContin are readily available and heavily abused because they produce a “high” that is similar to that of heroin or methadone. Nearly 86 kilograms of heroin was seized in 2006.

In 2004 and 2005, over 8100 individuals were admitted to Arizona drug rehabs for addiction to stimulants, particularly amphetamines like methamphetamine. Methamphetamine in Arizona comes from a couple of different sources. A small percentage of the state’s methamphetamine is manufactured locally for local use. Seizures of these local meth labs have declined significantly since 2002. The majority of the methamphetamine found in Arizona is manufactured in Mexico and smuggled into the state for sale or for preparation for transport to other areas of the country, particularly the Midwest. In the last year, just over 669 kilograms of methamphetamine has been seized in Arizona.

Prescription drugs like Vicodin, Lortab, Percocet, OxyContin, Xanax, methadone, Dilaudid and codeine are the most commonly abused and most commonly diverted prescription-only drugs in Arizona. These drugs may be obtained through prescription fraud, forgeries, and individuals who go from doctor to doctor to get multiple prescriptions. In addition to these methods, pharmaceuticals may be stolen during shipment to pharmacies. They may be stolen from pharmacies or distribution centers by employees or others. Prescription drugs may also be smuggled into the state from Mexico and are widely available via the Internet.
