California is a “melting pot” state with a very diverse population. The state’s border shared with Mexico is used by drug trafficking organizations to smuggle a variety of illicit drugs into the state. Cocaine, heroin, marijuana and methamphetamine are among the drugs smuggled in primarily from Mexico. Cities like San Diego and Los Angeles are used as staging areas and major distribution sites. Drugs like methamphetamine and marijuana are also manufactured or grown locally. The problem illicit drugs pose for Californians is enormous and law enforcement officials have their hands full.
Between 2004 and 2005, over 39,400 individuals were admitted to California drug rehab programs for cocaine abuse. Crack cocaine and powder cocaine continue to be a significant problem and are available in California. Cocaine that enters the state across the border with Mexico is often transported by vehicle to Los Angeles where it may be forwarded on to dealers for sale in the LA area, converted to crack rocks or prepared for shipment to other parts of the state and country. In 2006 8,702 kilograms of cocaine were seized by federal officials and yet it remains a significant problem for the state.

In 2004, over 33,400 individuals were admitted to California drug rehab programs for addiction to heroin. In 2005, that number dropped to 27,623. Several varieties of heroin can be found in California. Most of the heroin seized by law enforcement is Mexican black tar illegally brought to the state in small quantities across the border with Mexico. Law enforcement officers have also seized Mexican brown tar, Southeast Asian, Southwest Asian and Columbian heroin in various parts of the state. Pure heroin is becoming increasingly available and is enticing to younger and younger users who can snort the drug rather than inject it. Snorting large quantities of heroin can cause an individual to become addicted very quickly. Federal officials confiscated just over 331 kilos of heroin in 2006.
As with many other states, California drug rehab programs and law enforcement agencies consider methamphetamine to be the biggest illicit drug-related threat to the state. Methamphetamine is both smuggled into the state from Mexico and manufactured in individuals’ labs and labs that are part of drug organizations. Methamphetamine lab seizures have dropped from 1,744 in 2002 to 767 in 2004 and 281 in 2006. Despite this dramatic drop, methamphetamine continues to be readily available in the state. Many manufacturers have moved their operations south of the border to be smuggled into California once made. In 2006 federal authorities confiscated 2,067 kilos of methamphetamine.

Marijuana is the most widely abused drug in California and California drug rehabs admitted nearly 50,000 individuals between 2004 and 2005 for marijuana abuse. The marijuana in California comes from Mexico, Canada and from local growers. More than 161,350 kilos of marijuana were seized by law enforcement in 2006.
Prescription drug abuse is a significant problem in California and is becoming more common in California drug rehabs. There are a variety of methods used throughout the US to obtain prescription drugs illegally and those methods are used in California as well; through the illegal sale and distribution by those in the healthcare field, by individuals who go from doctor to doctor to get multiple prescriptions, through forged prescriptions, theft by healthcare employees, robbery of pharmacies or other healthcare facilities and increasingly via purchase on the Internet. However, there is an additional problem facing California with respect to prescription drug abuse. There are a multitude of pharmacies just across the border in Mexico and conflicting US and Mexican laws make using these pharmacies to obtain prescription drugs far easier than obtaining them just yards away, in the US. Approximately 132,000 individuals were admitted to California drug rehab programs in the two years from 2005-2005 for abuse of various prescription drugs.
