Hawaii is a series of islands and islets located in the North Central Pacific Ocean. Despite its relative isolation, any illicit drug found in the contiguous states can be found in Hawaii. Hawaii has the most ethnically diverse population of any of the US states and is a tourist Mecca with over 7 million visitors annually. Methamphetamine, marijuana, cocaine powder, crack cocaine, heroin and club drugs all plague Hawaii. Most illicit drugs enter the state by air or parcel service.
Between 2003 and 2004, there were approximately 818 individuals reportedly admitted to Hawaii drug rehabs for cocaine abuse. Cocaine is still a popular drug in Hawaii in both powder form and as crack cocaine. The distribution of cocaine is believed to have increased in recent years perhaps because of the intense focus on the methamphetamine problem in the state. Cocaine trafficking may be viewed by criminal organizations as a less risky business. It is believed that Mexican drug trafficking organizations are largely responsible for smuggling cocaine into Hawaii while smaller amounts appear to originate from Asian organizations. In 2006, 18.2 kilos of cocaine were confiscated by federal law enforcement in Hawaii.

Reportedly, admissions to Hawaii drug rehab programs for treatment of heroin abuse number 500 from 2003 to 2005. Heroin makes its way to Hawaii chiefly from the Los Angeles, CA area by individuals who fly to the islands and carry it in on their persons. Mexican black tar heroin is the primary variety of heroin available in the state and may also be smuggled in via package shipping services. Less than ½ kilo of heroin was confiscated in Hawaii in 2006.
There were almost 7,600 reported admissions to Hawaii drug rehab centers for amphetamine abuse from 2003-2005. In Hawaii, the predominant drug of choice is methamphetamine. Mexican drug organizations play a significant role in the manufacture and sale of crystal methamphetamine in the state and evidence suggests that much of Hawaii’s methamphetamine originates in Mexico and California. Methamphetamine abuse is rampant throughout the islands and has had overwhelming economic and social effects. From 2002 to 2006, there have been over 40 seizures of methamphetamine labs and, in 2006, more than 50 kilos of methamphetamine were seized by federal authorities.

These drugs are often found in clubs, at rave parties and in other areas where young adults gather. There is also growing concern for the abuse of these drugs on the state’s 5 military bases. They are viewed as the primary drugs of choice among younger military personnel. Almost 2500 dosage units of ecstasy were seized by authorities in 2006.
