Oregon serves as a transshipment state for drugs being smuggled from Mexico to Washington and up to Canada. Most of the illicit drugs are imported by Mexican drug trafficking organizations that engage not only in drug trafficking, but also money laundering.
In 2004 and 2005, there were a reported 2,038 individuals admitted to Oregon drug rehab programs for cocaine abuse and addiction. Powder cocaine is most widely abused and available throughout the state. Mexican drug traffickers transport cocaine from Mexico and California to Oregon. In 2006, federal agents seized approximately 16.5 kilograms of cocaine.
7,570 individuals were reportedly admitted to Oregon drug rehab programs for addiction to heroin or other opiates in 2004 and 2005. Mexican black tar heroin and brown powdered heroin are the most common forms found in Oregon. The black tar heroin is produced in Mexico and transported directly to Oregon.

In 2006, federal agencies confiscated approximately 46 kilograms of methamphetamine. It is one of the most abused substances in the state and is widely available, with powder methamphetamine being the most common form of the drug found. The most recent methamphetamine seizures are in “ice” or “crystal” form. In 2006, the law enforcement agency reported 57 methamphetamine lab incidents in Oregon. As with many other states, Oregon passed laws that required many of the chemicals used in the making of methamphetamine to be stored behind pharmacy counters. These laws limit the sale of pseudoephedrine products and some pharmacies are required to maintain a log of purchased transactions of the drug. With all of this in mind, meth lab seizures have declined over the past few years.
In Oregon, the most abused club drugs are MDMA, GHB, Ketamine, and LSD. These drugs are most commonly found at social gatherings and college campuses across the state. Usually MDMA is imported into Oregon from Canada, Ketamine from Mexico, and GHB and LSD from California. Another problem among college communities is PCP and Psilocybin mushrooms.
In 2004 and 2005, there were approximately 13,482 admissions to Oregon drug rehab programs for marijuana addiction and abuse. Marijuana is the most abused drug in Oregon and is widely available and poses a significant threat. Most of the marijuana imported into Oregon is from Caucasian drug trafficking organizations from Canada and Mexican drug trafficking organizations from Mexico. Recent studies have shown that there is an increase in large outdoor growing operations of marijuana in Oregon. In 2006, federal agents confiscated an estimated 140 kilograms of marijuana.
